About the Study
The Central Yavapai Metropolitan Planning Organization (CYMPO) has
initiated a comprehensive study of public transportation needs in
the Central Yavapai region. The study, which covers the Towns
of Chino Valley and Prescott Valley, City of Prescott and adjoining
unincorporated areas of Yavapai County within the CYMPO planning
boundary, is analyzing current and future needs for public transit
through approximately 2015. A final report is expected by
February 2007.
The study includes an extensive public information and outreach
campaign consisting of interviews with local social service
agencies and governments, focus group meetings with business
leaders, community advocates and potential bus riders, and two
rounds of public meetings scheduled for July and
November 2006.
“We feel that it is extremely important to involve the community
directly in the transportation planning process,” commented CYMPO
Executive Board Chair Karen Fann, who also serves as the Mayor of
Chino Valley.

The
study begins in June 2006 and is scheduled to conclude in
February 2007.

The study scope of
work includes:
-
A comprehensive
public information and outreach effort, including stakeholder
interviews, focus group meetings, public meetings in each of the
CYMPO member communities, media communications, and an Internet
web page.

A detailed
examination of existing conditions, including current
transportation services, key origins and destinations, and
demographic projections over the next five to ten years.
-
A projection of
unmet transportation needs for both local and regional
transportation service.
-
Identification of
goals and objectives based on community values, needs and
expectations.
-
A review of three
“peer” communities with characteristics comparable to the
Central Yavapai region where a public transit system presently
exists.
-
Development of
service alternatives, ranging from improved coordination of
existing services, to a flexibly scheduled, reservations-based
“dial-a-ride” system serving the general public, to a “fixed
route” bus system with regular schedules and posted bus stops.

Assessment
of various organizational options through which transit service
could be operated.
-
Capital
and operating cost estimates for the services to be provided.

A financing plan,
consisting of passenger fares, federal and state grant funds,
and local subsidy options.
· The
total cost of the study is $124,356, with 80% of the cost paid by
the Arizona Department of Transportation using Federal Transit
Administration (FTA) planning funds, and the remaining 20%
contributed collectively by the City of Prescott, Towns of Chino
Valley and Prescott Valley, and Yavapai County.
